Stephen’s journey started in Wake County’s park system, but his passion for urban parks and community spaces brought him to Raleigh in 2005. Over the years, he’s moved from entry-level planner to department director, now overseeing more than 200 parks, 120 miles of greenways, 10,000 acres of land, and a network of cultural sites, art centers, and recreation hubs that serve everyone from toddlers to active adults.

Its upcoming Gibson Play Plaza, the first 25-acre phase of a $370M master plan, opens this summer.

But this is more than a park—Stephen describes it as civic infrastructure and a catalyst for economic development. Already, the area surrounding Dix Park has seen over $1 billion in private investment. The goal is to create a space where anyone—from a Dreamville Festival fan to a morning dog-walker—can feel like they belong.

A System That Serves Everyone

The scale of Raleigh’s parks is impressive, but what’s more powerful is their impact across age groups, backgrounds, and lifestyles. From early childhood programming and youth sports to STEM camps, arts education, and active adult fitness, the parks system supports every phase of life.

And it’s accessible. The city offers scholarships to ensure cost is never a barrier. Summer camps start as low as $100 per week, and most park facilities are free to use. The mission is clear: no matter who you are, you should have access to safe, inspiring public spaces.
